Xero Hellsing, a look at some pictures and I compared them. I don think it is an Echinopsis because of the thorn position. It is not as two parallel lines made of dots. Your cactus have a different disposition of those thorns

It seems to be a fungus on the soil. Maybe you should change the soil and add less water.
